INDUSTRY INSIGHT SEPTEMBER 2025: How HSEQ is supporting smarter and safer service delivery at SEE Services

This month, we sat down with Lee Cowlbeck, Head of HSEQ at SEE Services, to discuss how advances in quality, health and safety, and compliance are enabling safer, smarter, and more efficient service delivery. From digital transformation and engineer training to strategic supply chain support, HSEQ is embedded in everything we do.


Q: What role does HSEQ play in SEE’s service delivery?


HSEQ is involved from start to finish on every project. Whether we’re installing EV chargers, rolling out energy-efficient lighting upgrades, or mobilising a multi-site maintenance contract, our team ensures that everything is planned, documented, and compliant before work begins.


In 2023, we recognised that the burden of excessive paperwork was beginning to impact the workforce. So, we made it our goal to streamline our processes and embed a positive safety culture across the business that enables service excellence.


Q: How is SEE making HSEQ smarter and more efficient?


Working in partnership with Arez we completed a detailed joint review of current systems and built a bespoke digital health and safety platform. It consolidates RAMS, project documentation, training records, and live compliance data into one central system.

This system simplifies day-to-day HSEQ management, ensures only fully trained engineers can be assigned to work, and uses geo-fencing technology to help protect lone workers. It also  helps power a much more proactive and transparent approach to workforce development improving our overall safety culture. It’s smart, efficient, and most importantly it reduces risk while improving delivery outcomes.


Q: How does this support workforce training and competency?


Every engineer has a personalised training account with access to over 250 ROSPA-approved e-learning modules. This is supported by in-person classroom training through partners like HSS, all managed within our central platform.

Training is verified and tracked live, so when someone is marked as "Ready to Start", we know they have the right skills and qualifications for the job. It’s robust, reliable, and improves safety, compliance, and confidence on site.


Q: What impact has this had on HSEQ across the business and supply chain?


As a result of these changes, and others including Monthly TEAMS safety briefings, A Lessons Learned bulletin issued after every incident and  a new First Alert incident reporting system we have lower incident numbers, increased hazard reporting, and boosted engagement across the board.


We've also been investing in our supply chain, giving partners access to our e-learning platform, toolbox talks, and CPD-accredited training. I work closely with suppliers to promote safe systems of work, identify training needs, and help them navigate evolving standards like PAS2035 and the Building Safety Act. We also encourage registration with respected industry bodies such as the ECA, NICEIC, Gas Safe Register, and BAFE, and provide direct support during audits and onboarding. We’re building excellence, not just internally, but across our entire delivery chain.


Q: What does this mean for SEE’s clients?


Our approach gives clients peace of mind. They know their projects are being delivered to a high standard, with the right controls in place from day one. Whether it’s compliance tasks or sustainability upgrades, HSEQ underpins how we help clients meet regulatory requirements, enhance estate performance, and work towards long-term net-zero goals.
