CASE STUDY: Building Fabric Maintenance Across a Diverse Public Estate

CLIENT OVERVIEW 


The London Borough of Bromley manages a diverse estate of approximately 120 properties across the borough. The portfolio includes civic buildings, libraries, children's services facilities, adult care environments, community buildings and other public-facing assets, each with its own operational requirements and maintenance challenges. 


To support the ongoing management of these assets, Bromley appointed SEE Services to deliver a new building fabric maintenance contract. The appointment marked a change in the way building fabric services were managed, introducing a more structured approach focused on responsive service delivery, improved visibility and the development of a long-term maintenance strategy. 


PROJECT SCOPE 


SEE Services was appointed through the NHS SBS Hard Facilities Management 2 Framework to provide building fabric maintenance services across the London Borough of Bromley's estate. 


The contract covers both reactive and planned building fabric maintenance, supporting a wide range of property types with varying ages, conditions and operational requirements. 

Services include repairs and maintenance to building fabric elements such as roofing, doors, windows, external surfaces and general fabric assets, alongside emergency response support and ongoing maintenance management. 


SEE SOLUTION 


SEE Services was appointed to support the London Borough of Bromley's new approach to managing building fabric maintenance across its estate. From the outset, the focus was on building a collaborative working relationship that would not only support day-to-day maintenance requirements but also help the client develop a more proactive and strategic approach to asset management. 


To support this transition, SEE successfully mobilised the contract within a challenging 6-8 week period, ensuring continuity of service from day one. A dedicated Contract Manager, supported by specialist building fabric engineers, the central helpdesk team and SEE's wider supply chain network, established a fully operational reactive maintenance service providing 24/7 support across Bromley's diverse estate. 


With reactive maintenance services successfully embedded, SEE has worked closely with the client to develop a planned building fabric maintenance regime. Historically, the estate had not operated under a dedicated planned maintenance programme for building fabric assets, creating an opportunity to introduce a more structured approach to maintenance planning. Working collaboratively with Bromley, SEE is helping to identify maintenance priorities, assess asset requirements and develop future maintenance activities aligned to the needs of individual buildings across the estate. 


The contract has also coincided with the implementation of Bromley's new Concerto CAFM platform. Alongside service delivery, SEE has supported the development of reporting processes, asset information and performance monitoring, helping the client improve visibility across the estate and create the foundations for a more informed and data-led maintenance strategy. 


CHALLENGES 


Managing building fabric maintenance across approximately 120 properties presented a number of challenges. The estate includes a diverse mix of civic buildings, libraries, community facilities and care environments, each with different operational requirements and maintenance priorities. 


At the same time, SEE Services was tasked with establishing a responsive maintenance service from day one while supporting the development of a more proactive planned maintenance approach. 


The contract also coincided with the implementation of Bromley's new Concerto CAFM platform, requiring close collaboration to establish effective reporting, asset management and performance monitoring processes. 


RESULTS 


Contract mobilised within 6-8 weeks with no disruption to service. 

Established a 24/7 reactive maintenance service across approximately 120 properties. 

Supported the successful implementation and utilisation of the Concerto CAFM platform. 

Improved visibility of maintenance activity, asset information and performance reporting. 

Developed the foundations for a structured planned building fabric maintenance regime.
