SEE Services is appointed to a number of key frameworks, each designed to support different aspects of estate management, infrastructure, and decarbonisation. Together, they provide a comprehensive offering across education, healthcare, local government, and blue light services.


ESPO Vehicle Charging Infrastructure Framework (636_21)


This framework is designed to support public sector organisations in delivering fast, rapid, and ultra-rapid EV charging solutions, alongside compatible software and ongoing support, in a compliant and efficient way.


SEE Services is appointed to deliver across all key lots within the framework, covering the full scope of EV infrastructure. This includes Lot 1 for the purchase of electric vehicle charge points, Lot 2 for back office solutions, and Lot 3 for service and maintenance.


Covering the full lifecycle of EV charging projects, the framework includes site surveys and feasibility assessments, system design, supply and installation of charge points, and integration with back office software platforms. Ongoing maintenance and support are also

included, ensuring that infrastructure remains reliable over time.


The framework supports a wide range of charging solutions, from fast chargers through to rapid and ultra rapid infrastructure. It is particularly relevant for local authorities, emergency services, NHS estates, schools, and organisations managing multi site portfolios or transitioning fleet vehicles to electric.


It also enables a consistent and scalable approach across multiple locations, with clearly defined standards for safety, compliance, and performance.


The framework commenced on 24 December 2025 and will run until 24 December 2027, with the option to extend until 23 December 2029. It is accessible to all UK public sector organisations, including schools, local authorities, NHS and HSC bodies, emergency services, and central government departments.



GEM Framework Total Facilities Management (Lot 1)


The GEM Good Estate Management Framework provides a structured and compliant route for organisations, particularly within education, to access professional procurement and estate management services through a network of pre-approved suppliers.


As one of the first UK construction and maintenance frameworks specifically designed to prioritise SME delivery partners, it is built to unlock the innovation, agility, and local expertise that small and medium sized enterprises bring. This approach supports early engagement, flexibility, and solutions aligned to the needs of individual estates.


Through this framework, SEE Services is a Trusted Delivery Partner on Lot 1 Total Facilities Management.


This supports the delivery of facilities management services across schools, academies, and the wider public sector, helping to ensure estates are managed effectively and in line with statutory requirements.



Electric Vehicle Infrastructure & Associated Solutions


This Procurement Services framework provides a flexible and scalable route for public sector bodies to deliver EV infrastructure solutions. It is free to access and offers a quick and compliant route to procurement, including direct award capability.


It supports organisations at every stage of their EV journey, from auditing existing equipment and providing expert advice and solutions, through to the supply and installation of electric vehicle charging infrastructure. It also supports the delivery of more complex infrastructure, including solutions for electric buses and heavy goods vehicles.


SEE Services is appointed across multiple lots within the framework. This includes Lot 1 for the supply and turnkey installation of EV charge points in line with customer specifications, Lot 2 for support where existing EV charge point hardware requires a new back office management system and charger support services, and Lot 4 for the full provision of EV infrastructure solutions for charging heavy goods vehicles and buses.


Social value is a key component of the framework, with a scoring weighting applied to ensure suppliers are committed to contributing to communities.


The framework is valid from 1 May 2025 to 30 April 2029 and is fully accessible to all public sector bodies as identified in the Public Contracts Regulations.



NHS Shared Business Services Decarbonisation of Estates Framework


NHS Shared Business Services was created in 2004 by the Department of Health and Social Care to deliver corporate services to the NHS.


The Decarbonisation of Estates Framework has been developed to help public sector organisations reduce carbon emissions across their estates in a structured and coordinated way. While widely used across healthcare environments, including hospitals, it is also accessible to a broad range of public sector organisations seeking to meet decarbonisation targets and improve energy efficiency.


The framework enables multiple energy saving measures to be delivered as part of a wider programme. This includes improvements to building fabric such as insulation and glazing, upgrades to heating and cooling systems, installation of LED lighting, and the integration of renewable technologies. It also supports the implementation of building management systems and control interfaces, helping organisations monitor and optimise energy usage over time.


SEE Services is appointed to Lot 1 Decarbonisation of Non Domestic and Public Buildings. Through this, SEE Services delivers decarbonisation solutions to NHS SBS approved organisations across the South West, Wales, Scotland, and Northern Ireland.


The framework runs from 13 January 2025 to 12 January 2029 and includes a direct award option, providing a compliant and efficient route to delivery.
